We waste too many timeouts that could be useful at the end of games. Poor clock management. Your formula does not take that into account.

I didnt say they jump 10% of the time (though maybe they do, 10 of those plays would probably be half a season), I said it increases our chances of converting on 4th down, by combination of catching them off guard, making them jump, and overall confusion. Impossible to measure, but we convert on 4th down at a pretty good rate.
Like trying to run the field goal team in at the last second?It's a trade off. A "wasted" timeout also gives the coach time to think of a proper 4th down play, which we often come back and run after the timeout. There is more strategy to it than just hoping they jump off sides.
