Not necessarily a Sagarin advocate, but he's one of the few who's been breaking down strength among conference divisions since 2013. Before that he ranked conferences. I reviewed from that year to the present, and the East has languished about ninth while the West stays mostly on top. Even now, surprisingly. You can edit the year in the URL to see various years. This week ESPN ranks the SEC East in its bottom ten--the whole division.
