They were right on the rule at first. In high school, personal fouls are not automatic first downs. If the penalty yardage takes it past the sticks, it's 1st down. Since its goal to go, you cannot make a 1st down, therefore the penalty is half the distance to the goal, still 4th down. This happened to Jefferson County this year against Dodge county. JC had it 4th and goal inside the 5. Dodge had an offsides, and 2 consecutive personal foul penalties after that and it was still 4th and goal from the 1.
