Sounds to me like Sims agreed to be the "emergency QB" hoping that his foot would be okay by the time he was called on to play. Once that time came, he determined he couldn't play on his foot, so he stayed out. I'm not sure why it was left up to him in that way. Like he or the trainers should know if he could play or not before the middle of a game. So now, there's just no question, he will be inactive the rest of the year.
I don't think there's any quitting going on, just some poor communication. He probably will transfer though depending on the next HC.

If Sims is relatively healthy and only doesn't want to play because he's planning on transferring, or because he is pissed he wasn't reinstated as a starter this past weekend, or if he said he would play and then bailed midgame (basically what WracerX said), then it makes sense to boot him from the team like this.
However, if he really doesn't feel healthy enough and has communicated that conistently to coaches, then this does feel vindictive and wrong and a complete mishandling of the situation by Key. Ultimately players should have the right to make decisions about their own health without fear of reprisal.
